Based on the monitoring results of the National Programme for Human Rights Education in Uzbekistan and the “Roadmap” for the National Action Plan for the period 2022 to 2025, which was approved by the President of Uzbekistan through Resolution No. 46 on February 7, 2023, the current status as of July 25, 2024 is as follows:
The road map for the implementation of the National Programme for Human Rights Education in Uzbekistan comprises seven areas and 30 paragraphs. Among these, 13 paragraphs (43.3 per cent) have been implemented, 16 points (53,3 per cent) are currently being implemented, 1 paragraph remains unimplemented.
As part of the implementation of the Resolution, the following tasks were completed:
Firstly, the Ministry of Health developed and approved a curriculum on "Human Rights" for all educational programs at 11 medical universities. In the 2023/2024 academic year, this curriculum was introduced for all third-year students. In these universities, a modular program was organized, comprising 60 hours of classes, with 30 hours conducted under the guidance of an assistant and 30 hours allocated for independent study.
Secondly, training courses have been organized for employees of government organizations and law enforcement agencies: 5 courses on the prevention of torture, over 20 courses on the rights of persons with disabilities, 5 courses on migrant rights, and 15 courses on human rights and gender equality.
In particular, regional branches of the Academy of Public Administration regularly conduct weekly training courses for mid-level and lower-level management personnel across 1245 regions. From January to June 2024, 667 candidates included in the national staff reserve, 807 heads of structural units of district (city) prosecutor's offices, internal affairs agencies, and tax authorities, as well as 49 executives, participated in these training courses.
Additionally, training courses on the topic “Combating Torture: International Practice and National Experience” were organized in five regions of the republic: Tashkent region (April 30 and May 1), Republic of Karakalpakstan (May 21-22), Khorezm region (May 23-24), Surkhandarya region (July 2-3), and Kashkadarya region (July 4-5). A total of 309 employees participated in these training courses, dealing with investigations, preliminary inquiries, and penal institutions in each region.
Moreover, from May 14 to 17, 2024, online and offline training courses on “International Standards for the Adherence to and Protection of Human Rights: Practice and Reporting” were organized at the National Human Rights Center. Over 20 officials from ministries and agencies actively involved in fulfilling Uzbekistan’s international human rights obligations participated in these sessions.
From January to June 2024, seminars and training sessions on the rights of persons with disabilities were held in Bukhara, Jizzakh, Kashkadarya, Navoi, Namangan, Samarkand, Syrdarya, Surkhandarya, Fergana, and Khorezm regions, as well as by the State Labor Inspection of the Republic of Karakalpakstan. These sessions also included explanatory work on labor rights for persons with disabilities.
A total of 170 seminars and training sessions on labor rights for persons with disabilities were conducted in connection with the new edition of the Labor Code of the Republic of Uzbekistan. Approximately 3074 employees participated in these events. Additionally, 20 reports on labor rights for persons with disabilities were made in local media, and 9 publications were organized in local newspapers.
From March 25 to 27, 2024, the International Organization for Migration representation in the Republic of Uzbekistan organized an event on “Safe, Orderly, and Legal Employment for Uzbek Citizens in the United Kingdom.”
Thirdly, in the Republic of Uzbekistan, to strengthen education and training in the field of human rights and to highlight the national human rights system, series of radio and TV programs are being broadcast on the channels of the National Television and Radio Company of Uzbekistan: "O‘zbekiston 24", "Yoshlar", "Toshkent", and "Dunyo bo‘ylab".
In the first half of 2024, a total of 111 materials were published in the media. These included 13 materials in print publications, 33 on social media, 35 on the messaging app Telegram, 8 on internet websites, 16 on national TV channels, and 6 on radio channels.
Furthermore, as part of the implementation of the national human rights education program, the National Human Rights Center of the Republic of Uzbekistan, in collaboration with the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, conducted three monitoring sessions. The monitoring assessed the quality of teaching the subjects "Human Rights," "Women's Rights," and "Children's Rights." Each information and resource center of the educational institutions where monitoring took place received collections of literature consisting of 80 books.
The monitoring was conducted in the following regions:
- May 21-22, 2024, at the Berdakh Karakalpak State University, the Karakalpakstan Legal College, and the Academic Lyceum of the Ministry of Internal Affairs of the Republic of Uzbekistan in Karakalpakstan.
- May 27, 2024, at the Urgench State University.
- July 2-3, 2024, at the Termez Institute of Engineering and Technology, the Termez State Pedagogical Institute, and the Termez State University.
