“Implementing UN Treaty Body views and recommendations of Special Procedures in individual cases helps align national laws with international standards; improve access to justice; ensure that judges, police, and prosecutors fully adhere to human rights principles.”, said Matilda Bogner, UN Human Rights Regional Representative for Central Asia. “We are thankful to the government of Uzbekistan for its openness and readiness to convene this dialogue. I trust that these exchanges will generate concrete proposals on how to strengthen legislation, practice, and institutional cooperation to advance the implementation of pending and future views and recommendations,” she added.
On 4 and 5 September 2025, UN Human Rights Central Asia, in cooperation with the National Human Rights Centre of the Republic of Uzbekistan, and the NGOs International Commission of Jurists (ICJ) and “Development Strategy Centre”, facilitated roundtable discussions on the implementation in Uzbekistan of treaty bodies’ views and special procedures’ recommendations in individual cases.
The events brought together representatives of the Constitutional Court, the Supreme Court and lower-level courts, the Parliament, executive bodies, law enforcement agencies, the Bar and academia to learn more about the work of UN treaty bodies and special procedures, familiarize themselves with good practices in the implementation of their views and recommendations, as well as to elaborate concrete steps on how to improve and streamline this process in the country.
— The Republic of Uzbekistan ratified the First Optional Protocol to the International Covenant on Civil and Political Rights on 31 August 1995, recognizing the competence of the UN Human Rights Committee to consider individual complaints from Uzbekistan on alleged human rights violations.
