PRESENTATION OF THE JOURNAL “DEMOCRATIZATION AND HUMAN RIGHTS”
Today, in the New Uzbekistan being built under the leadership of our President Sh. M. Mirziyoyev, special attention is paid to the priority of human dignity and the interests of the people. In order to achieve such a great goal for our state and people, it is of great importance to further strengthen the provision of human rights in our society and increase the legal knowledge of the population in this regard.
The journal “Democratization and Human Rights”, founded by the National Human Rights Center of the Republic of Uzbekistan, specializes in covering national practice and foreign experience in achieving this very urgent goal, protecting and legally guaranteeing human rights. The journal covers relevant scientific and educational articles in Uzbek, Russian and English in our country and internationally.
It is also included in the list of scientific publications recommended by the Higher Attestation Commission for publishing the main scientific results of dissertations in political science, law, philosophy, history, Islamic studies and sociology (International identification number (doi®): 10.34920/p1696-2206-6326-y).
The creative team of the journal's editorial board won the 2024 XVIII National Prize “Oltin qalam” (“Golden Pencil”) in the nomination “For materials on topical issues related to human rights and our social life”.
On March 30 of this year, the National Human Rights Center of the Republic of Uzbekistan presented the next issue of the journal “Democratization and Human Rights”, dedicated to 2026 – the Year of Mahalla Development and Community Prosperity.
The event was attended by members of the Senate of the Oliy Majlis of the Republic of Uzbekistan, representatives of the National Human Rights Center of the Republic of Uzbekistan and the Republican Center for the Study of Public Opinion “Social Opinion”, as well as doctoral students, master's students and independent researchers of the Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan, Tashkent State Law University, the Academy of Law Enforcement of the Republic of Uzbekistan, employees of law enforcement agencies in our country. The presentation was also attended by members of the Editorial Board of the journal “Democratization and Human Rights”, researchers whose articles were published in this issue of the journal, and representatives of the media specializing in covering legal topics.

Opening the conference, the Chairman of the Editorial Board of the journal “Democratization and Human Rights”, academician Akmal Saidov, spoke about the reforms being carried out in the field of human rights in our country, the role and importance of the media, including scientific and legal journals, in raising the culture of human rights in society. In this regard, he noted that the journal “Democratization and Human Rights” is one of the leading scientific and educational journals in our country.

After that, Nigina Rahimova, the director of the “Social Opinion” Republican Public Opinion Research Center, gave a lecture on the topic “A New Vision for State and Social Development Strategy: Mahalla as a Unique Institute of Unity, Trust, and Solidarity”.
The report drew attention to the fact that the mahalla is an important institution of social life in our country and a key component of modern state and social construction, and that sociological research allows us to understand the mechanisms of mahalla activity, the level of population participation in it, and the issues that concern people. It was noted that naming the current year in our country the “Year of Mahalla Development and Community Prosperity” will contribute to the more effective implementation of reforms at the mahalla level.

The report of Abdulhakim Eshmuratov, a member of the Senate of the Oliy Majlis of the Republic of Uzbekistan, also aroused great interest among the participants of the event. As the speaker noted, increasing the role of the Oliy Majlis in solving urgent socio-economic, political and legal tasks in our country, and in general, creating a strong national parliament, has always occupied an important place in the comprehensive reforms being implemented at the initiative of our President.
Today, deputies of local Kengashes actively participate in all stages of discussing laws in the Senate. An effective three-tier mechanism based on the “Mahalla Seven – Council – Senate” principle has been introduced to resolve problematic issues.




The authors who published articles in the first issue of the journal in 2026 also gave reports on the topic of their articles. In particular, reports were heard from Fozil Nazarov, a teacher at Tashkent State Law University, Nodirbek Sultanov, an independent researcher at the National Human Rights Center of the Republic of Uzbekistan, Feruzabonu Kayimova, a student at the University of World Economy and Diplomacy, and Asilbek Mirjalilov, a master's student at Tashkent State Law University.
Discussions and Questions & Answers sessions were held after each scientific lecture
This educational event, aimed at spiritually supporting scientific researchers, served as a unique platform for dialogue between researchers conducting research in the legal field in higher educational institutions in various regions of our country.
