Implementation of the National Human Rights Strategy of the Republic of Uzbekistan: Selected Facts and Figures

The protection of human rights is considered a key indicator of the democratic development and social stability of any state. In this regard, the National Human Rights Strategy, adopted in 2020 to create the legal and institutional foundations for ensuring and strengthening human rights in the Republic of Uzbekistan, has gained particular importance as a significant and distinctive document of state policy.

Out of 78 items of the “road map” for the implementation of the National Human Rights Strategy, 69 items (88%) have been fully completed, 2 items (3%) have been removed from monitoring, and work is ongoing on the implementation of 7 items (9%).

Within the framework of the National Strategy, during 2025, 10 laws, 14 decrees and resolutions of the President of the Republic of Uzbekistan, and 14 resolutions of the Cabinet of Ministers were adopted.

 Monitoring of the implementation of the National Strategy was regularly carried out by the National Center of the Republic of Uzbekistan for Human Rights, and summarized information was also submitted to the chambers of the Oliy Majlis of the Republic of Uzbekistan, the Presidential Administration, and the Cabinet of Ministers. In particular, in 2025, 3 analytical reports and 1 information report on the status of implementation of the National Strategy and the “Road Map” were submitted to the chambers of the Oliy Majlis of the Republic of Uzbekistan.

In 2025, the National Center of the Republic of Uzbekistan for Human Rights prepared information on the implementation of the National Human Rights Strategy of the Republic of Uzbekistan. The report presents data on the implementation of the National Human Rights Strategy of the Republic of Uzbekistan for 2020–2024.

In particular, in 2020–2025, 68 laws directly aimed at protecting human rights and interests, 71 decrees and resolutions of the President of the Republic of Uzbekistan, and 43 resolutions of the Cabinet of Ministers were adopted.
