In her address, UN Resident Coordinator in Uzbekistan Sabine Machl emphasized the need to move from international commitments to practical implementation—through legislation, effective institutions, budgetary mechanisms, public services, and tangible changes in people's lives.

Acknowledging the progress achieved, she highlighted that, with UN support, 12.8 million people gained access to improved public services in 2025; she also noted advancements in social protection, strengthened child protection, and the implementation of new areas of cooperation under the UN Sustainable Development Cooperation Framework for 2026–2030.

Her speech placed significant emphasis on the need to strengthen civic space and public participation, as well as the role of civil society and the media in decision-making. According to Sabine Machl, human rights are ultimately realized at the local level—when international standards are reflected in the operations of district hospitals, schools, courts, social service centers, and *mahallas*.

"For us, this is the true meaning of the transition from commitment to implementation: from international standards to national laws; from national laws to functioning institutions; from institutions to better-quality services; and from better-quality services to real changes in people's lives."

In conclusion, Sabine Machl underscored the United Nations' readiness to continue cooperating with Uzbekistan to ensure that ongoing reforms are not merely adopted at the legislative level but are consistently implemented—"region by region, district by district, and community by community" — while ensuring meaningful public participation in these processes.
