Digital governance and a new security model introduced in Mirzo Ulugbek district
On April 23, President Shavkat Mirziyoyev visited the Hokimiyat of Mirzo Ulugbek district of the city of Tashkent.
The Head of State first became familiar with the bridge built over the Salar canal near the hokimiyat building, inspected the landscaping work in the area, and planted a tree there. He then reviewed the conditions created in the district hokimiyat building.

From 1992 to 1996, the President of Uzbekistan served as hokim of Mirzo Ulugbek district and made a significant contribution to its socio-economic development. At the hokimiyat building, the Head of State was shown an office and an official vehicle restored to reflect the period when he led the district. An exhibition of key decisions adopted by the Head of State during his tenure as Hokim was also organized. During the visit, the President shared his recollections of his work at that time.


Until now, about 30 organizations in Mirzo Ulugbek district, including public safety, transportation, social support, utilities, and financial and banking institutions, have operated separately, each within its own sphere. The absence of a unified system significantly complicated the prompt resolution of citizens’ appeals, leading to unnecessary delays and excessive bureaucracy.

A situation center has now been established within the hokimiyat, where the “Smart District” artificial intelligence platform has been introduced to analyze, promptly identify, and resolve problems. Importantly, it enables online communication with all representatives of the district’s mahallas and allows continuous monitoring of the current situation.


Social and communal issues are monitored here, the execution of citizens’ appeals is overseen, and, in emergencies, operational management and coordination of the relevant services’ activities are ensured.

The “Safe District” system, which is part of the platform, is designed to monitor offenses and ensure public safety. A digital map of business entities, based on artificial intelligence analysis, is designed to forecast tax revenues and increase their collection. The “AI Davomat” system plays an important role in preventing unjustified school absenteeism and avoiding neglect among minors.


Such platforms have already been launched in Chilanzar, Shaykhantakhur, and Almazar districts.
After reviewing the activities of the situation center, the President instructed that this new system be introduced in the remaining districts of the capital. It was also emphasized that regional hokims, prosecutors, heads of internal affairs bodies, security services, and tax authorities should visit the Mirzo Ulugbek district to study this experience.
