The impact of global climate change on social and economic rights: in interpreting the challenges facing vulnerable populations

Issues related to the same topic were discussed at the second plenary session of the IV Samarkand Forum on Human Rights. The plenary meeting was moderated by Eldor Tulyakov, the executive director of the Development Strategy Center, and acting Permanent Representative of the UNDP in Uzbekistan Anas Fayyad Karman.

The impact of global climate change on social and economic rights was explored in depth by the speakers. Mindiya Vashakmadze, Human Rights Specialist of the European and Central Asia Regional Office of the United Nations Development Program and Khairullo Gaffarov, Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan spoke in this regard.

Discussions also continued online. In particular, UN Special Rapporteur on the human right to a clean, healthy and sustainable environment Astrid Puentes Riano, Chairperson of the UN Committee on the Rights of the Child Ann Marie Skelton, Chairperson of the UN Committee on Economic, Social and Cultural Rights Laura-Maria Krashunean-Tatu, and Mas Ahmad Santosa, Senior Advisor to the Minister of Environment Protection of the Republic of Indonesia on Justice, Law and Regulatory Issues, caused great interest of Forum’s participants.

The session focused on the role of government bodies, international organizations and public institutions in providing clear strategies for ensuring the rights of vulnerable population in the context of changing climate. Best international experience and best national practices in this regard were considered.

During the discussions, the Director of the Scientific and Educational Center of Human Rights, International Law and Integration Problems of Kazan Federal University, Doctor of Legal Sciences, Professor Rustem Davletgildiev, Head of the Human Rights Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan, Aysel Yagubova, representatives of the Multi-Partnership Trust Fund for Human Security for the Aral Sea region of the UN in Uzbekistan Oktam Abdurahmanov, head of the technical secretariat, participated.

Aslan Abashidze, a lawyer who has served in the Russian Federation, head of the international law department of the People's Friendship University of Russia, Soumyadeep Banerdji, an expert on migration, environment and climate change of the ILO Regional Bureau for Southeast Europe, Eastern Europe and Central Asia, Mongolia's access to the sea Dulguun Damdin-Od, Executive Director of the International Analysis Center for Non-Developing Countries, Andrey Nikolaev, Professor of the Institute of Law and National Security of the Russian Academy of Public Economy and Public Administration under the President of the Russian Federation аnd associate Professor Kristina Keburiya, and Sergey Dikman, Advisor for the Development of Strategic Cooperation of the Council of Europe's Human Rights Office, participated in online discussions.

Among other things, the speakers analyzed the extent of the obvious dangers and problems faced by the vulnerable sections of the population as a result of human rights violations in the context of global climate change. Special emphasis was placed on developing effective mechanisms aimed at eliminating and reducing such risks as much as possible.
