At the third plenary session of the IV Samarkand Forum on Human Rights, special attention was paid to the development of global strategies and cooperation programs for the protection of human rights in the context of climate change. The importance of a human rights approach in the implementation of climate-related initiatives and the role of business and civil society in this regard were widely discussed.

The third plenary session was moderated by Jamshid Urunov, deputy representative for the protection of the rights and legal interests of entrepreneurs under the President of the Republic of Uzbekistan, and Ambassador Antti Karttunen, the coordinator of OSCE projects in Uzbekistan, the head of the mission.

During the discussions, the existing international and regional documents on the effective protection of human rights in the changing climate were analyzed in depth. In this regard, the demand for the development of new global strategies and joint approaches aimed at ensuring stable and fair living conditions on our planet was necessary.

Online lectures by Professor Fatemah al-Zubairi, assistant professor of the international law department of Kuwait University, Aya Okada, adviser to the President of Nagoya University of Japan, gave lectures on the topic. Also, UN Tourism Executive Director Zoritsa Urosevic, International Labor Organization Regional Office for Eastern Europe and Central Asia Dr. Christina Martinez, UN Convention to Combat Desertification Gender Policy Officer Karen Bernard, DAF (Van Doorne's Automobiel Fabriek) Santhosh Persaud, a political analyst at the Center for Responsible Business Conduct, have been listened.

The speakers did not limit themselves to the list of current problems, but expressed their practical proposals regarding future plans for adapting to the negative effects of climate change and eliminating the social and economic consequences of environmental disasters. In these processes, the existing exemplary experiences were analyzed and new practical proposals were recommended regarding the issues in which business and civil society representatives should take a leading position.

Vusala Muradkhanli, Head of Human Rights Training and Expertise Department of the Institute of Law and Human Rights of the Republic of Azerbaijan, Baina Ubushieva, Junior Research Fellow of the International Academy of Humanitarian Law and Human Rights in Geneva, General Director of Civitta Central Asia Saidkamolkhan Burkhanov made a speech.

Leonid Kalashnik, the UN Economic Commission for Europe Environmental Affairs Officer and Ksenia Nechunaeva, Assistant Advisor, Adviser on Climate Change Policy of the Law Society of England and Wales Alasdair Kamеron, Professor Eji Shukalski of the University of Siedlce in Poland, Deputy Representative of the United Nations High Commissioner for Refugees for Central Asia Dumitru Liрkanu, Kazakhstan's "Socio-Environmental Fund" Vadim Ni, director of the NGO, participated.

According to the participants, modern innovation technologies and new economic models are of inestimable importance in achieving the noble goals of climate healing without affecting human rights. In this regard, the Samarkand forum reviewed advanced examples of effective implementation of green technologies and sustainable practices, and discussed the possibilities of implementing mechanisms to encourage entrepreneurs and members of society for their environmental responsibility.
