Issues related to promotion and protection of human rights are considered as one of the top priorities of the state policy in Uzbekistan. Today, the country has established its own model of systematic and progressive implementation of international human rights standards in national legislation and law enforcement practice.

Currently, Uzbekistan has acceded to more than 70 major international human rights instruments, including 6 major UN treaties and 4 Optional Protocols, on the implementation of which national reports are regularly submitted to the human rights Council and UN Treaty committees.

The present information has been prepared pursuant to the Presidential Decree of the Republic of Uzbekistan dated 10 December 2018 “On Improving Activities of the National Center of the Republic of Uzbekistan for Human Rights” and contains information on implementation of international treaties of the Republic of Uzbekistan in the field of human rights and freedoms.

The National Center for Human Rights of Uzbekistan has prepared information under the heading “New Uzbekistan and Human Rights”, which briefly highlights the basic directions of state policy for the period 2018-2019 on the implementation of personal, political, economic and social rights. It also underlines the development of national human rights institutions, the role of civil society institutions in protecting human rights, as well as Uzbekistan’s human rights initiatives at the international arena and the implementation of international human rights treaties.

 The Information provides a detailed report on the work undertaken in recent years to ensure compliance with international human rights obligations, create a legislative and institutional framework for the observance and protection of citizens' rights and freedoms, establish a system for monitoring compliance with constitutional human rights and freedoms, and develop cooperation with international and regional human rights protection mechanisms.

Meanwhile, the Information indicates systemic problems in the implementation of international human rights treaties that adversely affect the effective implementation of international standards, ensuring reliable protection of citizens’ rights and freedoms, which impedes the effective implementation of democratic reforms and the sustainable development of the national model of human rights protection.

For the purpose of effective implementation of the obligations arising from international human rights treaties of the Republic of Uzbekistan, comprehensive solutions are offered. To improve the mechanism for the protection of human rights, it is proposed to adopt the National Strategy of the Republic of Uzbekistan on Human Rights, improve legislation to ensure human rights based on the recommendations of international and regional organizations, as well as develop human rights education, etc.
