The National Center of the Republic of Uzbekistan on Human Rights, in cooperation with the Regional Office of UN High Commissioner for Human Rights for Central Asia and the International Commission of Jurists, hosted a roundtable discussion on “Implementation of recommendations of UN treaty bodies and Special procedures in individual cases”.
Representatives from a number of ministries and agencies, the Oliy Majlis Senate and Legislative Chamber, non-governmental non-profit organizations, the Office of the UN High Commissioner for Human Rights and its Regional Office for Central Asia, and international organizations all attended the event.
At the round table, international experts presented proposals and opinions on the practical implementation of UN treaty bodies' recommendations on individual cases, the application of international experience, and the feasibility of implementing the Office of the UN High Commissioner for Human Rights' recommendations in Uzbekistan.
Eldor Tulyakov, Executive Director of the Development Strategy Center, spoke at the event about the reforms being implemented in our country to protect human rights and freedoms.
– In the new version of our Constitution adopted in 2023, human rights and freedoms are enshrined as the highest value. At the same time, the introduction of a separate chapter in the Constitution devoted to “Civil Society Institutions” paved the way for a new stage of democratic reforms. Thanks to this, broad participation of citizens in state and public administration was legally guaranteed. Procedures for appealing to state bodies have been improved, and citizens have been given the right to appeal directly to the Constitutional Court. In addition, administrative courts have begun to effectively protect the rights of the population, and it is particularly noteworthy that most of their decisions are made in the interests of citizens, — said E. Tulyakov.
During the event, the legal status and nature of UN treaty bodies' remarks, methods for implementing them in the national legal system, and practical issues and opportunities encountered by Uzbekistan in fulfilling its international responsibilities were thoroughly examined.
Special attention was paid to the UN Special Procedures mechanisms, including the recommendations of the Special Rapporteurs and examples of their successful implementation in other countries.
Following the discussions, several practical recommendations were developed, including proposals for identifying priority areas for the short and medium term.
