Information Provided by Uzbekistan on Human Rights Education Featured in Official UN Human Rights Council Document

In April 2025, the Republic of Uzbekistan submitted its national report on the implementation of the fourth phase of the United Nations World Programme for Human Rights Education.

This information was reflected in the United Nations Human Rights Council document A/HRC/60/56, “Annual Report of the United Nations High Commissioner for Human Rights and Reports of the Office of the High Commissioner and the Secretary-General,” prepared by the Office of the United Nations High Commissioner for Human Rights.

The document has been submitted for consideration at the sixtieth session of the Human Rights Council, which is currently taking place in Geneva from 8 September to 3 October 2025.

This report, prepared in accordance with Human Rights Council resolution 57/10, provides an overview of national measures to implement human rights education programmes for youth within the framework of the fourth phase (2020–2024) of the World Programme for Human Rights Education.

The report is based on submissions from 34 States, including the Republic of Uzbekistan. It highlights actions taken in four key areas:

  • policy and its implementation measures,
  • curricula, teaching materials and tools,
  • training and retraining of teachers,
  • creation of enabling environments for human rights education.

The report also presents conclusions drawn from the information received, as well as recommendations to advance human rights education and to build on the progress achieved during the fourth phase of the World Programme.

Among the examples presented are Uzbekistan’s initiatives, including the establishment in 2021 of the National Commission for the implementation of the fourth phase of the World Programme, as well as measures to support civil society projects in the field of human rights through state grants.

The inclusion of Uzbekistan’s report in the official document confirms recognition of the country’s efforts to promote human rights values, develop national educational programmes and institutional mechanisms, and strengthen cooperation with international organizations.

Uzbekistan’s participation in the preparation and submission of the report demonstrates its commitment to universal values and international obligations in the field of human rights and represents an important step toward further implementation of the global programme in this area.
