The Third International Seminar of the International Network of National Mechanisms for Implementation, Reporting, and Follow-up (NMIRF) is taking place in Lisbon on January 26–27, 2026. It is organized by the Portuguese National Human Rights Committee with the support of the Office of the United Nations High Commissioner for Human Rights.

The Seminar brings together representatives of national human rights mechanisms, international organizations, UN bodies, national human rights institutions, civil society, and academics from various regions of the world.

Akmal Saidov, Director of the National Center for Human Rights of the Republic of Uzbekistan, will deliver a presentation at the Seminar, presenting Uzbekistan's experience as an example of best practice in interagency coordination, digitalization of monitoring recommendations of international human rights mechanisms, parliamentary oversight, and civil society participation in follow-up processes.

A fundamentally important step in institutionally strengthening this system was the enshrinement of Article 56 in the new Constitution of the Republic of Uzbekistan, according to which national human rights institutions complement existing forms and means of protecting human rights and freedoms, promote the development of civil society, and strengthen a human rights culture. The Constitution also explicitly establishes the state's obligation to create the necessary conditions for the organization and effective functioning of national human rights institutions.

The Republic of Uzbekistan is the only Central Asian state invited to present its national experience, reflecting international recognition of the country's progress in institutionally strengthening national mechanisms for implementation, reporting, and follow-up, as well as the practical implementation of international human rights obligations.

In plenary sessions and thematic panels, Seminar participants will discuss the role of the National Human Rights Institute in ensuring the practical implementation of UN treaty body recommendations and the Universal Periodic Review, the use of digital tools for tracking recommendations, the development of regional and interregional networks, and mechanisms for engaging parliaments, national human rights institutions, and civil society. The seminar will contribute to the deepening of the international dialogue on the establishment and strengthening of national implementation mechanisms, reporting and follow-up actions, the consolidation of the International Network of National Medical Research Institutes (NMRRI), and the formal adoption of the Action Plan of the International Network of National Medical Research Institutes (NMRRI) for the period 2026–2031, developed on the basis of the Asuncion Declaration and the Marrakech Framework.
