Uzbekistan’s experience presented at the Forum on Global Human Rights Governance in Beijing

On 11–12 June 2026, the 2026 Forum on Global Human Rights Governance was held in Beijing, bringing together representatives from more than 100 countries.

The Forum was attended by the Deputy Director of the National Human Rights Centre of the Republic of Uzbekistan, Dilnoza Muratova.

The Forum has become one of the largest international platforms for discussing pressing issues in the development of the international human rights protection system. It was dedicated to the theme “Developing Together, Sharing Human Rights: The 40th Anniversary of the Declaration on the Right to Development and a New Vision for Global Human Rights Governance.”

The Forum brought together more than 400 representatives of government bodies, international organizations, the academic and expert community, and national human rights institutions, as well as representatives of the United Nations.

The Forum was organized by the State Council Information Office of the People’s Republic of China and the Ministry of Foreign Affairs of the PRC, the China Society for Human Rights Studies, and the China Foundation for Human Rights Development.

Speaking at the plenary session, Dilnoza Muratova noted that, forty years after the adoption of the Declaration on the Right to Development, ensuring equal access for states and peoples to the opportunities needed to realize this right has become a key task for the international community.

Particular attention in her remarks was given to the reforms being carried out in Uzbekistan, grounded in the principles of a social state, aimed at developing human capital and expanding access to education and social protection for the population. It was noted that, in accordance with the “Uzbekistan – 2030” Strategy, investment in people, education, and knowledge is regarded as a crucial condition for sustainable development and for improving citizens’ quality of life.

The remarks also presented Uzbekistan’s experience in implementing the principles of a social state, developing human capital, promoting human rights education, and strengthening capacities for sustainable development.

Muratova invited the Forum’s participants to take part in the Fifth Samarkand Human Rights Forum, which will be held in September of this year.

The Forum on Global Human Rights Governance was aimed at developing modern approaches to ensuring the right to development amid digital transformation, climate change, and global socio-economic challenges.

Participants noted China’s significant progress in the field of human rights protection in the course of the country’s modernization, and underscored the importance of strengthening international cooperation to advance human rights and build a community with a shared future for humanity.

Within the framework of the Forum, China’s National Human Rights Action Plan for 2026–2030 was also presented, setting out the main directions of state policy in this area for the coming five years.

The Forum’s program included five thematic sessions devoted to issues of global governance and human rights, the realization of the right to development in the era of artificial intelligence, modernization and the comprehensive development of the human person, as well as other pressing issues on the international human rights agenda.

In their concluding remarks, the Forum’s participants reaffirmed the importance of further strengthening international cooperation, advancing the right to development, and improving the global human rights governance system amid contemporary technological, climate, and socio-economic challenges.
